Overstrand Municipality to amend by-law for dogs and cats

Overstrand Municipality is currently in the process of promulgating the municipality’s by-law relating to the keeping of dogs and cats.

The purpose of the amendments of this by-law is to ensure that dog owners can allow their dogs to be off leash in specifically demarcated spaces in the Overstrand Municipal area.

The existing approved by-law concerning the keeping of dogs & cats includes provisions for the management of dogs in Public Open spaces and beaches, stipulating that dogs must be restrained on a leash.

The proposal for Dog Zoning in Overstrand Municipality was facilitated by Nature’s Valley Trust towards the end of 2019 and the presentations and contributions at these workshops served as the basic framework for the amendments to the policy.

The by-law was also discussed at the Community Services Portfolio Committee meeting as well as the Mayoral Committee meeting to give further direction for the policy.

The finalised draft Cats and Dogs By-law served before Council on 28 June 2023 and will be advertised for public comment for 30 days. Stakeholders and interested parties are encouraged to provide their comments.
